    @odoruhako The German rules are very clear about when something with a motor classifies as bicycle. In Germany they have to be limited to 250 Watt and a maximum speed of 25 km/h. Also the motor must only work as assist, means it mustn't drive on its own, the motor will add a certain percentage to the human power. These are called "pedelecs" here.

    The next step are the "S-Pedelecs". They don't count as bicycles anymore and need a license plate and mirrors. They are allowed up to 45 km/h and a maximum of 500 Watts (I think), but it still have to work in assist mode alone.

    I never saw these electric bikes without assist in Germany, so I don't know if they are legal at all or if they possibly are only really uncommon.
